It could be a side effect of a medication she is on. And also, more common to women...She may have sjogren's syndrome which affects the salivary glands. Have her see an md.

See a dentist : If she's taking some medication, find out the side effects. Aging and hormones are also affecting her glands. There are some over the counter mouth rinse she can use that helps moisten the mouth. .
