Possible: Use tbsp rubbing alcohol & tbsp white vinegar. Mix and use a dropper to put 2-3 drops in each ear in the morning and evening. If this does not clear the ears within a week see a doctor.

Certainly: One could have water in the ear canal and have wax holding the water in the ear giving the sensation of "plugged ears". She still could have fluid behind the ear drum and not have a recent cold, allergy or other problem. If this is not corrected with simple means, i would recommend a quick evaluation by your pcp or and ent. 50% rubbing alcohol w/ 50% white vinegar by volume after swimming.
