Depends: I believe disability is based upon the impairement caused by the cancer and not on the exact type of cancer. So some squamous cell cancers might cause significant impairement and justify disability and others such as superficial skin ones might produce no disability at all.

Unlikely: I see patients with squamous cell carcinoma everyday. I've never seen it be disabling.
