Too Young: For adhd, the earliest age is about 3 years of age but commonly the evaluation is done at age 6. As for bipolar disorder, it is commonly diagnosed in early teens. There are cases where bipolar disorder can be diagnosed in toddlers. Diagnosing toddlers with bd can be very challenging and at times misdiagnosed as adhd.

Yes: If you are concerned about a baby, an evaluation can be done by a psychologist specializing in infant disorders, or sometimes by a developmental pediatrician. These diagnoses are uncommon for a child that young, but there well may be issues that could be identified and addressed. The earlier such issues are picked up, but better the prognosis. Just don't fixate on a diagnosis before evaluation.

No.: A 12 month old baby is technically still an infant and is far too young to be diagnosed with a neurobehavioral disorder such as adhd or a serious, episodic mood disorder such as bipolar affective disorder. If you are concerned about your baby's behavior and/or development, it is very important that you bring up your concerns with his/her pediatrician, who will be able to assess your baby further.
