No : Once growth plates have fused, usually around 17 or so in boys, growth is done. Stretching the legs to add more height can be accomplished with breaking the long bones in the legs and then resetting them. I've only seen this done in patients with achondroplastric dwarfism. Just stretching the leg muscles will not add height.
