Saline & bulb syring: Saline "little noses" nasal drops and a blue rubber bulb syringe generally do the trick. For the rare significantly blocked nose, one drop of afrin and wait 20 minutes, then try the saline and bulb syringe. Don't use afrin more than twice a day, and not for more than 3 days. This should be done rarely. If you use it too much it will stuff up the baby's nose.
