Hard to say: Most likely t this age, this is because they have repeated colds one after another. The average kid will have 1-2 colds per month and that makes them appear sick all the time. Especially if they are in daycare or around other kids a lot. Colds medicines are no longer approved in the us. Under 4 yrs old. But, this might also be allergies and can be treated. See your doc for an exam.

Allergies?: Consider allergies with waxing-waning pattern, no fever, family history and allergen exposure (esp cats, dust, cigarette). Eliminate all possible allergic triggers, document pattern of sx, and see md if no improvement or if interval fever, pain or breathing problems.

Normal saline: They probably have several rounds of the viral infections from attending the daycare and exchanging infection between each other. It will go away with a time. Use the Normal Saline spray to clear airways and decongestion.
