Is it rare to be born with an extra tooth?

No: Not normal, but does happen. Many people have what is called supernumerary teeth. Sometimes they have to be removed and some times not.

No: Supernumerary teeth are actually more common then one would think, just as congenitally missing teeth are not that uncommon.
