Colds: It looks like your baby has a cold. Sline helps break the mucus in her nose. Regarding phlegm, the best treatment is maintaining her fluid intake. Depending obn your climate, ie, in cold weather, using a humidifier will also help. Please remember, cough medicines are contraindicated for her.
