Some suggestions: It's probably an erupting tooth at or just below the surface. Use a chilled but not frozen teething ring. Do not use orajel : ( http://www.Snopes.Com/medical/drugs/orajel.Asp ). It's time for your 13 month old to see a pedodontist anyway, so i would go for a check-up and evaluation.

Eruption gingivitis : This is eruption gingivitis common in kids. Warm salt water gargle 3X per day, good oral hygiene will ameliorate the condition. This will subside completely after the eruption. If concerned see a pediatrician. Good luck.
