Are sociopathic tendencies hereditary?

Probably not: Antisocial personality disorder, psychopath & sociopath refer to an indifference to social rules and a high level of callousness. “psychopath” originally suggested a biological tendency to antisocial behavior, while the term “sociopath” suggests that antisocial behavior is learned. Most theorists believe that antisocial behavior is learned, although brain injury may contribute to psychopathy.

Nature/nurture: There is a nature and nurture component in personality disorders such as psychopathy (AKA antisocial personality disorder) however it's not a question of genetics or environment, it's usually a combination of the two.
