Gynecomastia?: Some breast development in a teenaged male is physiologic, but it rightly bugs a teenaged boy. The tissue can often be removed in a surgeon's office. If you have a lot, or it happened because you did anabolic steroids, there are plastic surgeons who specialize in this. I'd avoid tamoxifen though some bodybuilders use this.

Surgery: Male breast enlargement is usually of unknown cause and the best treatment is surgical. This is generally a combination of liposuction (ultrasonic, in my hands) and direct removal of breast tissue. One should be within 10-15 pounds or so of his target weight. This is an outpatient procedure with minimal scars and very gratifying results. See a board certified plastic surgeon.
