Black eye ?: If it is simple black eye, due to blood in periorbital tissue will goes away with in 3 wks, but you have to see eye doctor to make sure there is no injury to eye.

Yes: If the blood is on the eye itself, not in the skin around the eye, you need to see a doctor. If you do not have one, go to the emergency room of a nearby hospital.
