Ice: The gums may be bleeding due to teething. Ice on the gums may soothe the irritation.

Why&when it started?: The larger question is when it started and why. If the child is teething, the problem will resolve with time and good consistent gentle cleaning. Cold teething aids can help. If the gums are bleeding because of food and bacteria, then again, the answer is obvious. If the baby seems sick, different or has other bleeding issues, it's urgent to have the pediatrician evaluate.
