Depends: skin laxity: This will depend on several factors. Of course, diet and exercise are the best solution. However, the result will depend on the extent of skin laxity. If the skin laxity is good, liposuction may be an option. If skin laxxity is poor and there is an associated rectus muscle diastasis, a tummy tuck may be a better option.

Probably.: Generally speaking, patients who have lost a lot of weight may be left with an abdominal wall pannus that can only be removed with surgical excision ( panniculectomy). Liposuction alone will leave you with loose skin. Seek consultation with board-certified plastic surgeons and ask to see lots of examples of their work.
