No it is not: This question has been studied extensively. There is actually a suggestion that the presence of implants may allow earlier detection of breast cancer by self exam because the implants push the breast tissue out against the examiner's fingers. I am not aware of any evidence that implants increase the risk of breast cancer.

When evaluating these studies, it is important to be certain the groups are matched for age and other known risk factors. Breast implants are used to reconstruct breasts after breast cancer.
