2 possibilities: Sudden plugging of the ears after swimming very often means impacted wax or the possibility of external otitis, a mild infection of the skin of the ear canal. My bet is that the water going into the ear canal was absorbed by the wax already in the ear canal and made the blockage worse. Try hydrogen peroxide for a week, 4 drops 4 times a day, or see an ENT doctor.
