If : If you have not done so already please see your doctor. You could be dealing with a throat infection (pharyngitis), bronchitis, ear infection, and/or allergies. You may need antibiotics. In the meantime you can try over the counter Mucinex (guaifenesin) to thin the phlegm and make it easier to cough up and out, and Ibuprofen for pain. I hope you are better soon.
