Maybe: Cervical stenosis is caused by the opening in the vertebras of the neck being too small to allow the spinal cord to move freely. A nerve may be pinched as it comes off the main cord, and cause back pain, especially upper back and arm pain. Please see your doctor to have an exam and maybe some imaging to help figure it out.

Yes: Cervical stenosis means that the canal where the nerves and spinal cord travels in the neck is narrow. This can cause pinching in nerves that radiate pain, numbness, and/or weakness to an arm and upper back. Treatment can include nsaids (ibuprofen, naproxen, etc), physical therapy, epidural injections, and lastly surgery if all else fails.
