Yes: Yes you can still get a gingivectomy while wearing braces. Sometimes the gingiva (gums) will become inflammed (puffy) because it is more difficult to clean around the brackets.
Usually this can be done with a dental laser with little discomfort.

Certainly: The concern is why do you need a gingivectomy? It is best to speak with both specialists: your orthodontist and periodontist to get a consensus on what you need, why, and when is the best time. Gingivectomy can be performed with braces in place.

Many times a General Dentist will perform gingivectomies; they may be required for proper margination on crown, inlay/onlay preparations; for esthetic contouring of the gums, especially in the anterior segment if a patient has a "gummy smile". Or if a patient has severe hyperplasia/hypertrophy of the gums and the Orthodontist has been advised, but not intervened. There are more reasons, but these are a few.

Yes: Technically yes but not a good idea. Best to wait until your done with orthodontic treatment before having gingivectomy.
