Complex?: It depends on what way you mean "complex." complex surgeries may result in need for un/planned hospitalization and for this reason, a board certified plastic surgeon will be best since they will have admitting privileges. I would recommend seeing multiple pre- and post-operative photos. Also be aware, that no matter what doctor you see, revision rates for such a procedure will be around 20%.

Depends: If you are needing reconstructive or cosmetic surgery, then you should see a plastic surgeon. If it concerns breast cancer, then you should see a general surgeon.
