Yes: Yes, but only by not being or avoiding exposure. Good handwashing and staying away from people with strep are the only prevention measures that may work.

It depends.: Generally, a strep throat occurs as a result of the overgrowth of bacteria lining your tonsils. A strep throat is usually treated with antibiotics. A once in a blue moon infection does not have any reasonable or necessary preventable means except keeping good oral hygiene. Chronic or recurring strep throat however may lead to removal of the tonsils which does prevent future infections.
