Sometimes: In patients that have gum inflammation due to poor oral hygiene. If you brush well and floss regularly your gums will become firm and healthy and bleeding will stop.

No: For people that floss daily and have healthy gums, it should not bleed while flossing. However few people do have bleeding even if they are flossing daily.
