Yes: If you do not have ketones in your urine and/or blood you do not have ketoacidosis. As the name goes you also have to be acidotic (ph a measure of acidity needs to be below 7.3, the lower the number the more acidotic).

Absolutely: Ketones are alternate fuel for brain and heart when Insulin levels are too low to allow glucose into cells. The rising concentration of ketones and dehydration eventually lead to dka.
