No: I am not sure what type of thrombosis you mean but the general answer would be no.

No: Proctitis is inflammation about the rectum and anal canal. Thrombosis is blood clot within veins. Hemorrhoidal veins can become thrombosed and the resultant inflammation, itching can mimic proctitis.
