They can be..: Peroneus longus, , brevis or both? Longus plantarflexes the 1st metatarsal, to a tear can result in hypermobility and instability which can lead to hyperpronation and plantar fasciitis symptoms. Now, if you're talking about posterior tibial tendon dysfunction/tears, then for certain there can be a relationship.

Can be: The peroneal tendons run on the outside of the foot. They course down the leg and run under the outer ankle bone. If there is a tear in them, you may be compensating and walking on the inner heel. So sure they could be related.
