I had surgey on my ankle for a torn peroneal tendon 10 days ago and i am wondering how i'd tell whether or not the stitches ripped inside my foot.

You can't: There is no way you can tell. If you have concerns, you should contact your surgeon to evaluate the ankle. Meanwhile, a good rule of thumb is "if it hurts, don't do it!" follow your post-op instructions and get the ankle checked.
