Usually not needed: There are very few and rare reasons why we would have parents check blood pressures on an infant; usually if this is necessary the cardiologist, surgeon, or other specialist would get the right equipment for a parent and teach them how to use it. Tell us why you are asking and we may be able to give you more useful advice.
