Venous vs Arterial: Elevation could help with swelling or venous problems but not so much with arterial flow.

Veins or arteries: If your symptoms are related to venous insufficiency ( leg swelling, varicose veins, leg fatigue) then elevation will help. If you have arterial disease, elevation will not help and may actually worsen your foot pain if you have severe pad.

Sometimes: If you have venous disease in your legs then elevated your legs can help relieve abnormal venous pressure build-up in the legs & therefore relieve symptoms in the legs related to "poor blood flow". Compression stockings on the legs can also help when venous disease exists. Elevation of the legs & compression stockings are not useful with artery disease. Consult with a vascular specialist.
