Rephrase question : Your question is not clear, what do you mean if "your discharge" start after urinating, do you mean you have whitish, yellowish or clear genital discharge after urinating ?

Doubtful: Discharge only after voiding may relate to urine leakage into and out of the vagina. Your ob/gyn can tell if the discarge is abnormal.

No: Its more likely just vaginal discharge that happens to come out when you have changed positions and beared down to go to the bathroom. Vaginal discharge really isn't related to a uti.
