No: Liver tumors can be cancerous or non-cancerous. Most liver cancers arise from a cancer in another site in the body that metastasize to the liver. Primary liver cancers are rare in the usa, and are most commonly associated with chronic viral hepatitis. Many people have benign liver cysts, or benign hemangiomas.
