Maybe, maybe not: The only way to really know is to see a board certified plastic or facial plastic surgeon. A "droopy" look may be due to too much upper eyelid skin, drooping of the forehead and brow, descent of the outer corners of the eyes, fat bags in the lower lids, descent of the cheek fat, or any combination of the above. All require different approaches so, as always, diagnosis must come before treatment.
