Need to see Dr: A changing mole, particularly if it's having bleeding issues, may have become cancerous and needs to be removed.

Dangerous: This sounds like a very high risk for being a cancer. With moles, watch for changes in size, texture, color and irregular border changes. Get your mom to a demratologist, facial plastic surgeon or internist asap!
