Dishydrotic exzyma : Very very itchy. Tell him to try over-the-counter 1/2% or 1% hydrocortisone cream on the bumps. If that doesn't work you should see his provider.

Eczema: The symptoms suggest eczema. This can be treated with topical steroids. A symptom diary can help determine the cause. Sometimes the rash can become secondarily infected. If there is increased redness, swelling or pain, he should see his doctor.
