Not exactly sure: What's going on, as it not clear who "he" is? Your father, relative, friend? And do you mean that "he" won't go back to the ER, as it's not clear what "they said I can't get him to go to the ER" means. If you are really worried about someone, and you think they require emergent help, then just call an ambulance and deal with the fallout later. Otherwise, try to contact "his" doctor for help.
