Baby: We need more information or a pic to give more advice. Possibly a subconjunctival hemorrhage which can happen from straining to go to the bathroom to coughing bad. Those go away on its own and get reabsorbed.

Blood: Is there actually blood dripping from the eye (or eyelid area) or does it looked like a "popped" blood vessel on the white of the eye? Is this new? If new, could be trauma. Any blood dripping from an eye is an emergency unless a simple cut on skin (like scratch). As a pediatrician, this is something that should be addressed ASAP, since trauma is not common in this age group.
