Allergy/Hay Fever: If the runny nose last more than a week with fever, you should get the child examined for possibility of Sinus or ear infection. The bumps indicate sound like Urticaria for which Benadryl (diphenhydramine) and calamine lotion would help. He needs to be examined for other consideration of treatment, like a trial of oral steroids, if his symptoms have been recurring.

Urticaria or hives: can occur with allergies but often when a child has a mild infection, usually viral, and the hives often last more that a week and may have mild joint swelling or discomfort as well. If the fever lasts for more than 3 days, I recommend that he be evaluated by your doctor or urgent care doctor. Usually an antihistamine such as Benadryl (diphenhydramine) or less sedating Zyrtec, given orally help the itching
