Yes: There is evidence that ingesting over 10,000 units of Vit A in early pregnancy increases risk of birth defects so 1500 iu is well within the safe range as long as your dietary intake is less than 5000 iu/day. Developing babies need Vit A. It would be unusual to get 5000 iu of A a day via diet- see http://www.epi.umn.edu/let/pubs/img/adol_appendix.pdf for sources. No need to limit beta carotene.
