Eczema: I would use it as a last resort. Try Aquaphor several times a day and hope that helps.

No: You might get away with it, but corticosteroids have a small, but real risk of causing cataracts and glaucoma as well as a peculiar rash known as "perioral dermatitis". We prefer to use tacrolimus ointment or sirolimus cream as these are very effective but are not steroids and probably are free of risks. They are much more expensive, but a small tube used on eyelid eczema will last 2 or 3 years.
