Avoidance: I suspect that your problem may be from a contact allergen most likely from the preservative in eye drops. If this is not the case, check with your doctor. Hydrocortisone cream may be used but must not be used for more than a week or it will thin out your eyelids. If there is a contact allergy, avoidance is the only solution.
