Is the 460 mg of magnesium carbonate in gaviscon, the same as 460mg of magnesium citrate in a supplement?

No: the Mg+ with carbonate is more of an antacid and the Mg+ with citrate is more of a laxative

Yes & no: Magnesium is the same but the carbonate form is harder to absorb whereas the Citraite is easier & more complete absorption.
