Lots?: I am not sure what kind of surgery you are referring to, but I would not say that a lot get surgery. A routine checkup for her mouth is not indicative that she needs a "surgery". There are kid friendly dentists too that have things set up to decrease the anxiety children have over the dentist.

Dental Caries?: I hate that lots of toddlers are getting oral surgeries where you live! It is likely that you do not have flouride supplementation in your water like we do in the us? Dentists who care for children are very good at making the child comfortable and getting in there for a good look. A big culprit causing cavities for children is sweetened drinks and juice. She should be drinking mostly water.
