What was polio? why did it impact civilization so severely?

Viral infection: Polio affected mainly children and young adults and left them weak, or paralyzed, and often disabled for life. The asymmetry would often leave an atrophic limb. Appropriate care would be very expensive, and use of an iron lung, the first respirators took time and much effort. Polio is now a footnote in history within the USA.
