What if someone bitten by an animal with rabies did not get rabies immunoglobulin, but only got therabies vaccines? would they be okay?

NO: Immunoglobulin is urgent, if animal is rabid, per your question and it would be an emergency. Vaccine is need too. There are guideline for that specifically.
