Apnea: Please restate your question as it is not clear what you are asking. Are you asking why a dying individual starts breathing again?

Meaningless: Perhaps there is a misunderstanding. Apnea means "not breathing", and the loss of the drive to breathe is generally (not always) one of the last things to go in the dying process. Maybe the writer meant "breathing stops, that is called apnea".
