I have red blotchy skin on my neck and chest. it doesn't itch or overly dry. it worsens with stress but never goes away. i've thought possibly rosacea?

Rosacea unlikely: if it is only on your neck and chest, it is unlikely to be rosacea. The fact that it does not itch tends to rule out allergic causes and fungal infection. Unfortunately, one really needs to examine and feel the rash in order to help make a diagnosis. Best to see your doctor for further evaluation. Sorry I cannot be more helpful.
