Improving: Your Hgb and iron stores are improving and since your resting heart rate is still mildly faster than normal, you are not ready yet for vigorous exercise. Remember it takes longer for your iron stores in the body to return to normal than it takes for the Hgb to return to normal. As a menstruating female you should continue on some iron supplement for a long time as low blood iron can cause fatigue.

Absolutely: Start low and go slow with your exercise routine. The heart rate is compensatory to the degree of anemia. Time and and gradual exercise will work in your favor.

Yes: Your Hbg is good. I would try some light exercise and see how it feels. If you have any significant problems (more than just getting back into it after 3 months off) See your doctor.
