My mom had an upper and lower gi with a biopsy to test for gluten allergy two weeks ago and is still having rectal bleeding. is this normal?

No: This is not normal. She needs to contact her doctor. If she is having large amount of rectalbbleeding then she would need to goto ER for immediate testing.
