Yes: As a fetus, the heart allows blood to flow back and forth between the two bottom chambers of the heart. Generally, a wall forms that separates these two bottom chambers, which is called the ventricular septum. A VSD occurs when the ventricular septum doesn't grow completely enough to separate the two bottom chambers.
