I've had sneezing, runny nose, watery eyes, scratchy throat, and chills (no fever). does this sound like a cold or allergies?

Cold: These are all symptoms of a cold. Allergy is less likely since this is so widespread. Do the usual: Plenty of fluids, warmth, hot baths and over the counter decongestants like Chlorpheneramine and expectorants if you are coughing. See your doctor if this is persistent.
